Transport Delivery Plan (TDP)
The TDP, published in 2013, was developed from the Sub Regional Transport Model Evidence Base and identifies the prioritised transport schemes and interventions needed to support economic growth over the period to 2026.

The Transport Delivery Plan (TDP) provides a clear statement of the transport scheme priorities to be progressed by Solent and its member authorities and provides a robust starting point from which to take forward scheme development and funding bid preparation. It also provides partners with a clear view of Solent Transport scheme priorities.
The TDP is a strategic delivery plan and it does not include the full range of transport schemes being implemented by Local Transport Authorities (LTAs).
The Local Transport Plan implementation plans of Hampshire County Council, Isle of Wight Council, Portsmouth City Council, and Southampton City Council set out the full range of transport schemes being progressed by the LTAs. For the Hampshire County Council area, all schemes (local and strategic) will be included in Borough/District Transport Statements and in Town Access Plans.
The TDP represents the TfSH position at early 2013 on forecast growth. It is planned that a revised version of the TDP will be published in 2019, reflecting changes to the transport and development context across Solent over the last five years.

Joint Local Transport Plan (LTP) Strategy
Hampshire County Council, Southampton City Council, and Portsmouth City Council have worked in partnership to produce the joint Local Transport Plan (LTP3) Strategy for South Hampshire, which will guide the development of their transport networks until 2031. The South Hampshire Joint Strategy has been produced following extensive consultation with the public and our strategic partners.
Local Transport Strategy for South Hampshire
The twenty year (from 2011 to 2031) joint transport strategy also forms the LTP3s of Portsmouth City Council and Southampton City Council, and will be included within the Hampshire County Council LTP3. Each LTA is also responsible for developing its own supporting implementation plan, outlining how the policies and strategies that will be put into practice.

Public Transport Delivery Plan 2014-2036
Building on the work of the Transport Delivery Plan, this work considers the priorities for public transport investment across the Solent.

Reduce Strategy
As part of the original Transport for South Hampshire "Reduce – Manage – Invest" approach to transport strategy, the 2009 Reduce Strategy outlined the best ways of reducing the demand for travel, particularly through behavioural change programmes, as part of a balanced transport programme. The Strategy was peer reviewed by Professor Phil Goodwin, who is a leading academic on the subject. The approach proposed in the Reduce Strategy has been successfully taken forward into the Better Connected South Hampshire Local Sustainable Transport Fund project, which includes a comprehensive behavioural change programme. Freight Strategy
With two major international Ports and an international airport, the Solent is an important location for freight distribution. The 2009 Freight Strategy for Urban South Hampshire offers solutions to problems that can be caused by freight services, such as encouraging the use of low-emission vehicles to improve air quality. It also promotes understanding and communication between local authorities and freight/logistics operators, and raises the profile of freight in local transport planning.

Sub Regional Transport Model (SRTM)
As the key transport evidence base for the Solent, the SRTM is supported by a number of technical reports. These provide background information on the development of the SRTM, including surveys and calibration and validation, to demonstrate that the SRTM is compliant with Government appraisal guidance. Report R6 is the main technical study, which supported the development of the Transport Delivery Plan (TDP). It includes a detailed appraisal of a full range of transport schemes and the best performing of these were shortlisted for inclusion in the TDP.

Better Connected Project
The Better Connected South Hampshire Local Sustainable Transport Fund project is supported by a full research programme, to assess the success of the project. A number of documents have already been published and the research will continue to assess the project over its delivery period.

Partner Strategies
A number of key strategies are published by our Member authorities and by key stakeholders and partners.
